How To Open Tcp Port 3306?(when Configuring Mysql)

When configuring MySQL, I got an error message:
Error Nr. 2003
Can't connect to MySQL server on 'localhost'(10061)

If a personal firewall running on your machine, please make sure you have opened the TCP port 3306 for connections. Otherwise no client application can connect to the server. ...

But I don't know what to do it in Bitdefender. Can anyone give me a step by step guidance? Thanks a lot!
