Blocked G6ftp Options

I am using gene6 FTP server. The FTP server could be accessed from outside when BitDefender 2008 was used.
When I installed 2009, it can't be accessed outside the local network even I turned off all the firewall and bitDefender protection.
It doesn't show the login dialog box.
What I have tried to do:

1. allow port 20, 21 in local address and any port in remote address
2. allow any port in g6ftpserver.exe
3. Trust Lavel: Full trust, Stealth: Off
4. enable game mode
5. turn off all the protection including bitDefender
6. connect to ISP without using router

--> still doesn't work

It can only access within a local network, i.e. 192.168.1.100 -> 192.168.1.101.

What can I do besides uninstall 2009?
